Doctors recommend that an injured person refrains from any physical activity because the more rest the human body gets, the more time it has to heal itself.

This answer choice is grammatically incorrect. Recommend is one of the nine verbs to which the Subjunctive rule applies (if it is followed by that). This means that the next verb after recommend that should be in base form. However, refrains is not in base form.
