A school parents committee proposed that a better drug counseling program is introduced to high schools since local dealers are making illegal substances more easily available to children.

This answer choice is grammatically incorrect. Propose is one of the nine verbs to which the Subjunctive rule applies (if it is followed by that). This means that the next verb after proposed that should be in base form. However, is is not in base form.
