Sentence Correction: Subject Verb Agreement - A Complex Subject/Long Distance between Subject and Verb

Family health advisers, in light of rising numbers of skin cancer cases, recommend that parents keep their children protected from UV rays by applying protective lotion and providing hats.

This answer choice creates a Subjunctive error. Recommend is one of the nine verbs to which the Subjunctive rule applies (if it is followed by that). This means that the next verb after recommend that should be in base form. However, keeping is not in base form.
