Sentence Correction: Subject Verb Agreement Questions - Overview

What is the subject of the following sentence?

Following a $200,000 grant from the Department of Homeland Security, there is now one surveillance camera for every 30 residents in Dillingham, a small town in Alaska.

Incorrect.

Notice that the main verb in this sentence is is. A comma separates unrelated things from each other.Since the subject and the verb are the core components of the sentence, they should never be separated by a single comma.  Here, however the phrase Following a $200,000 grant from the Department of Homeland is separated from the main verb by a comma. Therefore, this phrase cannot be the subject of the sentence.

While it is true that in 95% of the cases, the subject comes BEFORE the verb, there are cases in which the order is reversed and the subject comes AFTER the verb. This is one of these rare cases. How can we identify the subject in these cases? We know that the subject and the verb must agree in number. The verb is is singular. Therefore, the subject must also be singular. There is neither singular nor plural - it only has one form.
